NCIF Endorses blueprint for the future

Shaping a stronger construction industry

NCIF endorses blueprint for the future.

NECA is pleased to advise that the National Construction Industry Forum (NCIF) has formally endorsed the Blueprint for the Future.

As a member of the NCIF, NECA is working constructively with Ministers, representatives from government, business, and unions to tackle the challenges facing the construction industry and to help build an industry that works for everyone.

Blueprint Overview

The Blueprint was developed by NCIF members through four facilitated workshops and further work between October 2024 and March 2025.
 It sets out a path to deliver lasting and tangible change, by:

  • identifying four core threads underpinning a thriving construction industry: culture, safety, productivity, and sustainability;
  • providing a snapshot of the current state of the industry, supported by key economic data;
  • identifying 29 challenges across eight themes:
    • collaboration and alignment;
    • governance, lawfulness and compliance;
    • regulation and procurement;
    • skills, workforce and participation;
    • financial viability;
    • fragmentation and the project-based nature of the industry (projectification);
    • risk allocation;
    • reporting and transparency.
  • clarifying the roles and responsibilities of key bodies, forums, regulators, and complementary initiatives;
  • recommending 44 forward actions designed to address the industry’s challenges.

What happens next

Work is now underway to develop a Forward Workplan, which will guide the next phase of the NCIF’s work.

 In parallel, the NCIF has commenced work on a Construction Industry Charter. This will codify shared goals and behavioural expectations for all industry participants, ensuring everyone can work together effectively and respectfully.

 The success of the Blueprint depends on the collective efforts of the entire industry – from major contractors and small businesses to unions and government.

How members can be involved

Members of the construction industry are encouraged to:

  • familiarise themselves with the Blueprint and its recommendations;
  • share the Blueprint with colleagues and stakeholders;
  • consider how their organisation can contribute to the development of advice and the implementation of recommendations;
  • stay engaged as the Forward Workplan is developed and progressed.
