NECA welcomes draft OHS harmonisation legislation (November 2009)  

The National Electrical and Communications Association "NECA" has welcomed Safe Work Australia's draft model Occupational Health and Safety (OHS) legislation to achieve harmonisation of OHS laws in Australia, which incorporates the majority of NECA's previous recommendations to the National OHS Review Panel.

Ceiling Insulation (September 2009)  

Consumers and Business Advised To Have The Work Checked By A Licensed Electrical Contractor
The National Electrical and Communications Association ("NECA") today warned consumers and businesses to have their premises assessed by a licensed electrical contractor when arranging for ceiling insulation to be installed. NECA, which represents electrical and communications contractors across Australia, has previously warned of the risks associated with the installation of ceiling insulation where electrical wiring and light fittings are concerned.

Amendments to the Electricity Supply Act (July 2009)  

The NSW Government introduced into Parliament amendments to the Electricity Supply Act to enable it to take significant action against those entities which damage electricity network assets. The legislation (which has not yet commenced) places significant additional onus on those involved in excavation work on network assets.

NECA Employment Opportunity (April 2009)  

NECA NSW has a vacancy for an experienced person to assist it in the provision of advice and assistance to its members who undertake work on the distribution networks as Accredited Service Providers.

The position is full time, but a part time appointment may be considered. This would be an excellent opportunity for a retired or semi retired contractor, or person with experience working in the distribution networks.

New NSW Service and Installation Rules (February 2008)  

NECA was involved in a number of presentations with Energy Australia and the Office of Fair Trading during November and December 2006 to introduce both the SIRs and CCEWs. Energy Australia have released the first draft of a commentary on the changes from the previous edition of SIRs. That document is below. These notes are intended for guidance only.

In October 2007 the Department of Water and Energy completed the first amendment to the 2006 edition of the Rules. The changes are essentially minor and non-controversial and also include typographical corrections. The rules dated 1 October 2006 took affect on 1 January 2007. They are the recognised industry code outlining requirements of electrical distributors when connecting a customer to the distribution systems of New South Wales. The rules set out the minimum standards for providing safe, reliable and efficient connection services to customer premises.

NECA Red Book 2007 (December 2007)  

A Safety Guide for Employees in the Electrical, Communications and Data Industries

  • The new revised NECA Red Book 2007 now has information on 95 critical safety topics for workers in our industry, twice the number of the previous edition.
  • The book is still printed as a durable and handy pocketsize guide that can be conveniently carried in the glove box, toolbox or pocket.
  • It has been revised to address current developments in OHS including details on the processes of Risk Assessment and Management and the effective use of Safe Work Method Statements.
  • It helps to set the ground rules for safe work practices and is a must for every contractor and each employee that undertakes electrical, communications and data wiring work.

AS3000:2007 Wiring Rules Release (November 2007)  

Completely revised since the 2000 edition, this Standard specifies electrical installation safety requirements for all premises in Australia. With over 450 pages, it expands coverage on electrical installations, improves safeguards and ensures Australian electrical installations remain in-line with best contemporary practice.

Code of Practice - Electrical Practices for Construction Work (March 2007)  

The 2nd Edition of the NSW Code of practice - Electrical practices for construction work (the 2007 Code) was gazetted on Friday 2 March 2007. WorkCover is currently working with the Government publisher to have the 2007 Code formatted into the WorkCover "corporate style". The formatted corporate version of the 2007 Code should be available on the WorkCover website by the end of March. In the meantime you can access full particulars from the Government Gazette copy in Special Supplement No 37 below. The 2007 Code commences at page 8 of 60 after the section dealing with an unrelated matter.

Review of Licensing in NSW - Final Report (January 2007)  

The final report "A Review of Licensing in the NSW Home Building Industry" has been released by the NSW government. The report (known as the Moss Report) makes a number of recommendations including the complete removal of business or contractor licensing with the retention of occupational licensing. Both the report and NECA's response are below.

Certificate of Compliance - Electrical Work (January 2007)  

The Certificate of Compliance - Electrical Work (CCEW) has been available from wholesalers since October 2006. A few points to note:

  • From 1 January 2007, electricity distributors will not accept the superseded NOEW forms.
  • CCEW forms must be completed for all work and a copy left with the customer.
  • Each CCEW form is individually numbered. This will enable the OFT to use the numbers and the completion date as an audit and compliance tool.

New Electricity (Consumer Safety) Regulation (February 2006)  

The new Regulation began on 3 February 2006 and specifies installation, testing and compliance requirements for electrical installations in NSW. The Regulation replaces the Electricity Safety (Electrical Installations) Regulation.
